This error normally means you’ve registered with your Apple ID before, and then your Shpock account has been deleted. To get set up again in your phone go to:

Settings > Password & Security > Apps using your Apple ID > Shpock > Stop using Apple ID

Once complete you can then register again with your Apple ID!
